Steps to Reproduce

1. Reassure another survivor on hook
2. survivor unhooks with filled up anti-camp meter
3. That same survivor is hooked again
4. The option to use reassurance does not appear when within 6m of that survivor on their second hook

Explanation

Reassurance is unable to be used on a survivors second hook state if they were reassured and then self-unhooked with anti-camp on their first hook.
