Additional Notes & Comments:	This was asked by person on the forums checked the change logs and the old bug reports and it seems the description is wrong and the perk should not activate on self-recovery even if it states so.

Steps to Reproduce

1. Check description of Buckle Up perk
2. See that it claims to work on recovery
3. Still in a match it will not work on self-recovery

Explanation

Buckle Up description states that it activates if you recover yourself when in issue 1753 it was corrected not to work when you recover from the ground yourself. Here is a link to that report.

Still don't know if it should work on recovery or not as the poster now states that it works on Unbreakable and No Mither but does not work with Conviction. Still as I checked the change log and the old bug report states it should not work by my understanding.
