Additional Notes & Comments:	Trying to revitalize this bug report as it's been over 6 months. I found a similar video highlighting this bug from at least a year ago.

Steps to Reproduce

Equip Snug with the Young Coconut and/or Leather Harness Add-Ons
Give Snug a Chase Command
Give Snug no Add-Ons that would affect his Chase Speed
Give Snug a Chase Command
Compare both Chase Speeds

Explanation

Houndmaster's Leather Harness (+20% Chase Speed for 20s after Gen Completion + Perm in Endgame) and Young Coconut (+5% Chase Speed) Add-Ons have no effect on Snug's Chase Speed.

Testing both add-ons show that Snug's speed does not increase at all. I've tested the Chase Command both with and without vaults, with the Dogmar skin instead of Snug, every test shows the dogs running at the same speed.

Both add-ons do absolutely nothing as far as I can tell.
