- Using the twins
- Kicking a generator with the available perk
- It does not activate or cause the generator to explode after knocking down a survivor

By your description of what you expect Overcharge to do is not what Overcharge does. After kicking gen Overcharge causes next survivor who starts to repair it to get difficult skill check and if they fail the skill check then the generator explodes.
The perk that causes a generator to explode that you kicked previously when you down a survivor is Eruption perk from Nemesis.
