Actual Result:	Randomly, Killer Instinct simply will not work on Houndmaster.
Expected Result:	Killer Instinct should be triggered any time Houndmaster's Dog is Redirect near a Survivor during a Chase, or whenever a Survivor is found during a Search.

Steps to Reproduce

1. Play as The Houndmaster
2. Exact trigger conditions are unknown - I was using Ultimate Houndmaster skin with Secret Project / Hex: Plaything (Fortune's Fool) / Hex: Pentimentio / Shattered Hope
3. Do any action that would normally trigger Killer Instinct, such as finding a Survivor via Search or Redirecting a Chase near a Survivor

Explanation

Sometimes, randomly, The Houndmaster does not receive Killer Instinct at all during a match, whether via finding Survivors on a Search or during the Redirect window on a Dog's dash. This makes her Search function entirely useless, and makes it almost impossible to do Redirect the Dog for a second dash. Vid of full match here: https://youtu.be/mZoXYnDacJ4
