- They all are affected by this
Explanation
Mad Grit appearing at tier 1 despite having Legion at prestige 17

Usually in perk not appearing in bloodweb and should be is told to contact customer support as they can unlock the perk for the characters you have it that are missing the higher tier one. This was usually what devs/mod told to do in these situations on old bug reports sub-forum.
