Actual Result:	If FTP perk is active and I heal somebody, no prompt for For The People appears
Expected Result:	If FTP perk is active, I should get a prompt to use for the people

Steps to Reproduce

1. Be healed and heal another survivor. Prompt appears.
2. Heal yourself or get healed then heal another survivor. Prompt does not appear.
3. Be healed and heal another survivor. Prompt appears.

Explanation

For The People is only working every other time. First time healing another survivor there is a prompt, second time prompt is missing. I experienced this issue in every match on the standard version and the Jason PTB Server.
