Steps to Reproduce

1. Choose the Houndmaster
2. Equip "Frosty Eyes"

Explanation

The Frosty Eyes cosmetic of The Houndmaster do not glow.
They look exactly like her default upper body.
The cosmetic is broken on any graphics settings both in the lobby and during the match.
