Mori State Ignored After Power Hits

Steps to Reproduce

1. I was playing The First for my second time ever.
2. I encountered what I'm pretty sure is a major bug.
3. I hit a Kate with my power twice.
4. While she had all 4 tokens and was dead on hook, meaning she should have entered the special state where I can mori her.
5. But instead, she was able to simply continue playing.
6. She was allowed to not only drop, but also vault a pallet.
7. She seemed unable to walk, but could still interact with her surroundings.
8. I even went up to hit her with a melee attack, which wasn't counted.
9. She suddenly was in the dying state a few seconds later.

Explanation

The First's power hits aren't being recognized properly when survivors perform actions?
