Actual Result:	With or without Severed Tongue, Artist does not have any loss of movement speed or slowdown. With Severed tongue she can perform actions 0.5s (pickup,break, M1).
Expected Result:	With Severed Tongue, the movement speed cooldown after firing is reduced. Without Severed Tongue, Movement speed cooldown is applied and interactions can start after 4s.

Additional Notes & Comments:	This was brought up to a consultant and was mentioned this was an intended feature but was omitted from patch notes. This buffs Severed Tongues useful while making her kit not overtly powerful but a nice bonus with new playstyles to try. I hope this stays as it would buff her Severed tongue from B tier to A tier. Rewording the description from "Reduces slowdown time" to "Reduces animatian cooldown time by 0.5s'. The interpretation by the community is that Severed tongue only effects her movement speed.

Explanation

Severed Tongue - Shadow basekit after the Artist rework attempt in 2025 (9.1). There is no known movement speed decrease with or without Severed Tongue since the 9.1 rework attempt.

It is automatically applied and shadow basekit (nothing in patch notes). It also applies a hidden buff to recovery time after using your power allowing you to perform actions 0.5s faster.

Seems this gives 0.5s to recovery time post fire for actions.
