Steps to Reproduce
- Play Jason
- Have a player use shoulder the burden to remove a hook state from another survivor
- Use a spike to down them, specifically one from a hook
Explanation
After downing a survivor with a hook spike as Jason, I was able to special more them, even though they were not death hook. They had not been hooked a single time, but had used the perk shoulder the burden to take someone elses hook state.
