Steps to Reproduce

1. Go into a custom game with Wide Open Throttle equipped
2. Vault any window while the perk is not on cooldown
3. Gain 15% haste for 3 seconds

Explanation

The perk for Shane Wiigwaas "Wide Open Throttle" gives 15% haste for 3 seconds every time you vault a window
