Are you 100% sure you just don't have the perk purchased on the character? You have a couple non-fully upgraded perks so it's not out of the question that perhaps you forgot you just haven't bought it.

i have all the characters in the game p1 and whispers is a universal perk so it should be equipeble for any killer i have.

Universal Perks still have to be unlocked through Bloodweb progression, they are not unlocked by default upon purchasing the Killer. If your every Killer is only P1 and not P3, that means you have 120 teachable perks (+2 upgrades each = 240 total perk purchases) to fully upgrade to tier 3, AND there are 27 universal perks you need to unlock (+ 2 upgrades each = 54 total perk purchases). That's a total of 294 Perk purchases before you've fully upgraded one Killer. When you put the math together with the Bloodweb spawn logic (1 perk purchasable thru levels 1-39, 2 perks at levels 40-49, 3 perks at level 50), at its worst RNG this means at maximum you could go 242 levels of the Bloodweb before you could even see Whispers level 1 in the bloodweb. You have only gone through a little more than 50 levels. It is statistically incredibly likely that you just have not purchased or seen the perk even appear in the Bloodweb, and you'll probably find it if you continue progressing through the Bloodweb.
