Steps to Reproduce

1. Equip Any Means and Chemical Trap
2. Work a gen until Chem Trap is enabled
3. Go to downed pallet and attempt to place trap
4. Only receive prompt for Any Means

Explanation

When running Any Means Necessary with Chemical Trap, a survivor will never get the prompt or ability to place a Chemical Trap.
