Steps to Reproduce

1. Open Custom game.
2. Select Killer.
3. Add a survivor.
4. Equip Ultimate weapon.
5. Load into match.
6. Down survivor.
7. Use Ultimate weapon
8. Observe that survivor doesn't scream when in dying state.

Explanation

Ultimate weapon, similar to the recent fix to Nowhere to Hide, doesn't reveal survivors that are in the dying state. This is unintended since the description specifies all survivors.
