Explanation
I just started the game after 30 Months of not playing and got a time penalty for 30 Minutes. I did not even start a game yet. Seems like a bug… really sad because I wanted to play and now have to wait for 30 Minutes.

You DC'd last time you stopped playing you get the penalty now when you queue next time to match. You getting 30 minutes seems that you did it quite a few times back that 30 months ago as normal first time DC penalty is 5 minutes.
