Steps to Reproduce

1. Open Custom game.
2. Select The Slasher or The First as killer.
3. Add some survivors.
4. Load into a match.
5. Have survivors partially repair a generator.
6. Down and hook a survivor.
7. Go into Omnipresent Evil or Undergate.
8. Attempt to use TBTC on partially repaired generator.
9. Observe inability to use perk.

Explanation

Killers such as The Slasher and The First are unable to use Turn Back the Clock while in omnipresent evil and under-gate respectively. This seems unintentional since other killers such as Wraith and Dracula can use Turn Back the Clock while in their mobility forms. It is also a signature perk of The First which makes it quite strange that it doesn't work for him.
