Actual Result:	Dark Devotion cannot reactivate until the perk effect expires
Expected Result:	Dark Devotion re-activates everytime the obsession is****

Additional Notes & Comments:	Because the Perk doesn't have a cooldown the effect should always re-activate whenever the obsession loses a health state.

Steps to Reproduce

1. Use Dark Devotion
2. Hit the obsession and trigger the effect
3. Hit the obsession again and notice that the timer doesn't reset until the effect is over

Explanation

Dark Devotion doesn't reset upon hitting the obsession despite not having a cooldown.
