Steps to Reproduce

1. load onto the Mount Ormond Resort map.
2. find the double pallet filler loop
3. the second pallet will never spawn

Explanation

Mount Ormond Resort no longer has the second pallet spawn in a double pallet filler. this seems to have been bugged since the release of 9.3.0, after the first revision of the pallet density update.
