Actual Result:	Decisive Strike doesn't activate when the user has had Shoulder the Burden used on them
Expected Result:	Decisive Strike should activate as its activation condition is 'whenever you are unhooked', NOT 'after you receive a hook state'

Additional Notes & Comments:	If this is INTENDED, then wording updates need to occur on perks that activate after being unhooked and how they interact with Shoulder the Burden. Currently there is no explicit interaction that states why Shoulder the Burden should stop Decisive Strike from activating as the description states 'whenever you are unhooked'.

Steps to Reproduce

1. Equip Decisive Strike
2. Be Hooked
3. Have another user Shoulder the Burden you
4. Decisive Strike doesn't activate

Explanation

Decisive Strike (Will to Live) does not activate if another survivor uses Shoulder the Burden on you.
