Steps to Reproduce

1. ドクターを使用する。
2. BOTサバイバーの狂気度を３まで上げる。
3. BOTは自分で狂気度を下げることができないため、ずっと何もできない状態になる。

Explanation

ドクターを使用した際、BOTのサバイバーが狂気度３まで上がった場合、自分で狂気度を下げることができない不具合があります。
