Additional Notes & Comments:	This time it's Eyrie of Crows, but it's not tied to a specific map. I've had this happen on Mother's Dwelling. I've seen another Freddy player have the same issue at Midwich. It's also not tied to a specific version of the game, as it has happened a couple months ago as well.

Steps to Reproduce

Load into a game as Freddy with a bad luck.
Switch your power to Dream Pallets.
Wander around the map trying to find valid spawns for Dream Pallets.
Notice that there is only one valid spawn.

Explanation

When playing as Freddy, sometimes map only spawns one valid Dream Pallet location at the start of the match. You have to destroy actual pallets to be able to place more of Dream Pallets. This effectively takes a considerable part from Freddy's kit away (especially now in Chaos Shuffle, when Blue Dress add-on also mostly takes away the utility of Dream Snares).
