The latest PTB that added the Judgement also added tutorials, the one for Twins explains that Victor is only unable to see auras and scratch marks. This indicates some kind of bug has occurred and is not a part of the design of the killer.

Steps to Reproduce

  1. Open Custom game.
  2. Select the Twins as killer.
  3. Equip ultimate weapon or other scream inflicting perks.
  4. Load into match.
  5. Open a locker as Victor near survivors.
  6. Observe that Victor is unable to see scream alerts.
  7. You may also try this with other scream perks such as Face the Darkness or Deathbound.

Explanation

While playing the Twins, Victor cannot see the alerts of scream notifications but can see other alerts such as from cleansing a totem or fast actions. This seems to be a bug as Victor is only described as being unable to see scratch marks and auras.
