Steps to Reproduce

1. Play against bots as the Judgment
2. Send a Survivor to exile
3. Notice they do not get freed consistently by the other bots

Explanation

Bots are very unlikely to free people from exile. I tried playing against bots, and even if 3 other bots are alive it is likely the person in exile will hit second stage.
