Additional Notes & Comments:	I have not had this issue happen to me personally but have witnessed it live watching Bluedream47 and according to him this has been an issue since the last patch. (He is a p100 vecna)

Steps to Reproduce

1. down survivor
2. pick up survivor
3. attempt to hook survivor (more commonly occurs on scourge hooks)
4. fail to get prompt to hook survivor

Explanation

Vecna occasionally encounters an issue hooking a survivor. The prompt to hook a survivor will not show when carrying a survivor and in front of a hook. This will be an unimpeded hook (aka no other survivors body blocking and or any obstructions in the way). This has happened to streamer Bluedream47 several times while I was watching his stream and he said "this is a new and frequent issue with Vecna) The issue seems to be more prominent with scourge hooks than regular hooks and has happened enough times with different groups to rule out cheaters.
