Actual Result:	Survivors working on generators receive a regular skill check when the perk Oppression activates, but only after they've already experienced the perk once.
Expected Result:	Survivors working on generators should receive a difficult skill check when the perk Oppression activates no matter how many times they experience it.

Steps to Reproduce

1. Equip the perk Oppression
2. Kick a generator, wait for the perk's cooldown, then kick another generator
3. Survivors on generators receive a normal skill check rather than a difficult one

Explanation

Oppression only produces regular skill checks rather than difficult ones after a survivor has already experienced it once.
