Additional Notes & Comments:	The skirt used to have both a "jello" style of physics and also full cloth physics at different points in time.

Steps to Reproduce

1. equip either skirt from a skin in the Family Album Collection.
2. Observe in lobby.

Explanation

Thalita's skirts from her "Family Reunion" and "Family Gathering" skins have broken physics. The majority of the skirt is static, incongruent with other skirts of the same length. There is a single patch of the skirt near the right leg that has physics. This ruins the presentation of a $10 skin.
