Explanation

Hello I am unable to play the game. I get stuck on a loading screen like this upon launch, i am unable to close the game as well as open any new tab or use any other software as long as my computer is on. I am then forced to reset it to use it. I troubleshooted this and was told to verify the integrity of my game files, enter the -dx11 or -dx12 into launch options, repair the game, etc. I even went as far as uninstalling and reinstalling the game. It still will not stop freezing. I just want to play.
Please help me.
