Steps to Reproduce

Equip Shoulder the Burden
Use it on someone when you have zero hooks
Get hooked
Observe the UI counting the Hook States

Explanation

When Shoulder the Burden is used by a Survivor that has no hooks, and then is subsequently hooked, the UI will show that the Survivor only has one hook state instead of two.
