Steps to Reproduce

1. Equipt shoulder the burden
2. get hooked once
3. then unhook another survivor with shoulder the burden
4. you wont get another hook state (visual)

Explanation

When unhooking another survivor with shoulder the burden,
you wont get another hook state (visual). the hook state will still be counted
