If this is not a bug and it is some sort of licensing issue that is ridiculous and I want compensation. I hope this is a bug. Please can I be updated on this? Appreciate all the work you guys do.

Steps to Reproduce
- Purchase or obtain a new survivor
- Complete the bloodweb on new survivor and obtain all perks available to me
- Some perks are missing
Explanation
Some perks are not appearing on new survivors. I have All of nancy Wheeler's perks, despite not owning the survivor in any capacity (I belive i bought them using shards in the shrine) and for some reason they are not appearing on new survivors that i get (I have shown Alan wake and kwon as examples) In total on new survivors I am missing 5 perks (Two are nancy and I believe steve's are also not appearing). Im not sure why this is happening but I suspect the bug is connected to those two survivors and them becoming unavailable, perk names changing, and then becoming available again, combined with purchasing these perks using shards in the shrine.
I have shown bloodwebs of all perks being collected in the bloodweb (as no new one appear) yet for some reason some perks remain missing) I have many hours so this isn't me being silly. This is not supposed to work like this. Why is it happening? I own these perks and should have them on all survivors.
