Actual Result:	Dustin & Eleven's teachables are not usable on any other survivor

Steps to Reproduce

1. Open the bloodwebs of Dustin & Eleven to upgrade them to p3 automatically
2. Select another survivor you own
3. The new PTB perks are not in their inventory

Explanation

New teachable perks for Dustin and Eleven are not showing up in the perk inventory of any other survivors on the PTB. All survivors are automatically p3'ed so these teachables should be equippable but they are not. They do show up for each other though (ex. Dustin's perks are equippable for Eleven but nobody else). I have opened and upgraded the bloodwebs of Dustin, Eleven, and other survivors and this has not changed anything. Interestingly enough, I purchased Cheryl in the store on the PTB and the new perks DO work for her.
