Explanation

Using Gear Manage, after selecting one or more gear to Temporarily Apply (but don't hit Apply yet), then select another piece of gear and reinforce it to level 15 (only level 15 causes the bug - all other levels work fine). After you back out of the reinforce screen, the gold cost to Apply has changed to 0 and if you click Apply and back out of gear manage, it has not changed your gear. It seems that Gear Manage "forgets" your temporarily applied gear when other gear is raised to level 15. I can reproduce this at will and could send a video if needed.
