Steps to Reproduce
- Go into the event menu
- Go to vendor
- Select 2* wisps
- Select how many you want to buy
- Click done
- Check your elemons to find unleveled 2* light wisps of the volume you selected
Explanation
The event vendor wisp are lvl 1 instead of lvl 20. After the update adding the new units and after the most recent hotfixes going to and buying the wisps would give you however many you bought at 2* lvl1 instead of 2* lvl 20.

Read over the patch notes and saw the change to wisps in the event vendor shop. This bug is kinda invalid now, but if someone sees this maybe change the vendor to say 2* lvl 1 wisps instead of 2* lvl 20.
