so i the clip she does skill 2 on mini boss then nothing on adds and the first move she does on dragon is skill 1 and it should be 3

if you set s2 as high, when s2 cooldown is complete , she will use s2 first, every time a wave is cleared, all units will have their cooldown -1 turn, as her s2 is a 2 turn cooldown, it will be useable in the final stage

The AI is using skill 1 with is low. instead of skill 3 witch is medium

and i know it available coz if I do the run in manual the CD is up and i can use skill 3

i need her to do skill 3 first on the dragon but if i set skill 3 on high its on cd when she gets to boss so i waste skill 2 on mini boss and want her to do medium skill 3 first on last boss

Based on the video you posted, I did not see any bugs with the AI, all the skills are functioning as you set them.

As for how you want to configure it so that it always uses S3 at the start of the final stage, that's not the issue to discuss here

No her skill 3 has NEVER been used and is set to medium. But she uses skill 1 witch is low first
