Echo Set Gear Not Proccing on Non-Damaging Abilities

Steps to Reproduce

1. Echo set on Water Bombman.
2. It is the same on other characters such as Light Bombman's Skill 2.
3. Light Bombman's Skill 2 is the same as Water Bombman's.
4. Water Clockwerk Skill 3 "Throw Coals".
5. Other "non-contact" Attacks/Abilities.

Explanation

I'm not 100% sure if this is a bug or a feature but the Echo Set of gear doesn't work on certain abilities. For instance it will never work on Water Bombman's 2nd skill "Time Bomb". Idk if that is because Echo Gear isn't meant to proc on non damaging abilities or if its bugged to not proc that way. The gear doesn't specify that it wont work on non damaging abilities, just that you have an extra 40% chance to hit when you attack during your turn. At the very least if this isn't a bug I would ask that the Echo set information is updated to specify that it won't proc on non damaging abilities.
