Inconsistent Passive Stack Behavior Between Units

Steps to Reproduce

1. Use a water psycho surgeon to kill a light war nurse
2. Ensure the light war nurse has stacks of her passive
3. Use a revive on the light war nurse
4. Verify that the water psycho surgeon loses his stacks when the light war nurse revives
5. Confirm that the light war nurse keeps her stacks

Explanation

Passive stacks for units do not work the same. Light war nurse for example wearing immortal set or revive from another unit such as light occult dancer or tree iron fist. If I am attacking with a unit such as water psycho surgeon. This unit stacks up passive stacks by attacking the same unit. When the unit such dies and the unit immediately revives water psycho surgeon losses his passive stacks but the light war nurse keeps her stacks. This is an issue because if water psycho surgeon has not attacked another unit why does his stacks drop when the light war nurse dies then revives but keeps her stacks. Both units should lose their stacks or both units should keep their stack. It doesn't seem right that it works how it does currently. A unit loses buffs when it dies but rezzes. Why would it keep its passive stacks?
