Steps to Reproduce

1. Set Fire Samuroar Intelligence to: Skill 1 - Cross Slash - Low - Always Available Skill 2 - Resheath - High - Always Available Skill 3 - Kaishaku - Mid - Always Available
2. Enable auto in a battle (I tested in Arena and in Colossus boss)
3. Fire Samuroar will use Skill 2 Resheath then after will use Skill 1 Cross Slash

Explanation

Fire Samuroar Intelligence is not applying in the correct order. Fire Samuroar is not using Skill 3 Kaishaku after using Skill 2 Resheath.
