Steps to Reproduce

1. Use a unit with seal land seal on fire wandering monk
2. when the attack glances but lands buff
3. Fire vanguard since it was the unit I was using

Explanation

I just had a guild match using fire vanguard against a fire wandering monk. I understand the fire monk passive removes a debuff on glancing. It is bugging out and removing seal debuff. Seal prevents debuff removal. If seal lands it should not get removed no matter if the passive procs.
