Steps to Reproduce

1. Enter a stage with an extra workbench
2. Scan for the first toolbox
3. Bring that toolbox to the second workbench that hasn't been scanned
4. There's now no way to scan for the second toolbox

Explanation

A workbench wouldn't allow players to scan for the toolbox. This was in a stage that had two workbenches near each other due to a risk vector, so it might be due to matching a toolbox with the incorrect workbench
