MM-4 Charger Reload Speed Bug with 35% Reload Speed and 2x Magazine Upgrade

Steps to Reproduce

1. Using weapon spawner, get two MM-4 Chargers
2. One with 35% reload speed + 2x Magazine size
3. One with 2x Magazine size only
4. Compare full charge speed for both pistols
5. The 35% Reload Speed one should hit full charge sooner than the latter
6. Both have the same full charge time

Explanation

MM-4 Charger does not apply 35% reload speed correctly with 2x Magazine Upgrade

Using UE4** to access weapon spawner, no other significant mods are installed (More FoV mod, Reshade to disable fog, Bhop mod, no ragdoll and no particle mods are installed)
