Inconsistent Critical Damage on Swarm Hits by PGL Spotter's Crit Dart

Steps to Reproduce

1. hit a swarm within the crit dart with a PGL multiple times
2. direct hit on one of the enemies
3. hit on the ground and hit enemies with explosion

Explanation

hitting a swarm by the PGL within the crit dart range of the Spotter sometimes doesn't deal critical damage. Sometimes they all get critical damage. If the code is that only the one with direct hit gets critical damage then there shouldn't be multiple crit hits. If the explosion could deal critical damage then why are there times when none of the enimies gets a crit hit?
