Steps to Reproduce

1. As RETCON, took talents 'Vigor Charger'
2. Died
3. Reborn on its own, through a passive as Recon
4. 'Vigor Charger' stopped working completely

Explanation

As RETCON I took talents "Vigor Charger" and the entire cooldown time of skills became significantly less, but after my death and rebirth from the passive skill, the entire bonus from the talent to reduce cooldown time disappeared, everything returned to the standard value.
