Charger Malfunction After Resupplying With No Ammo

Steps to Reproduce

1. Fire charger until it is completely empty with 0 ammo
2. Resupply while still having the charger equipped
3. Observe that you cannot fire the charger despite having 50% ammo in reserve and the mag shows 0/<max>
4. Swap to another item such as a traversal tool and then back
5. Charger now shows 1/<max> in the mag and can fire

Explanation

Resupplying while the charger has 0 ammo leaves 0 ammo in the magazine and the charger is unable to fire. Swapping to something else and back resets it back to 1 in the mag and the charger is able to fire again.
