Steps to Reproduce

1. Equip Technical Reload 4
2. Go into a game
3. Shoot a gun and switch away
4. Switch back to the gun after 5 seconds to see it has been reloaded

Explanation

Technical reload 4 doesn't say that it gives you Born Ready (auto-reload) but it does
