Hammercaster cannot be upgraded beyond initial upgrade

Steps to Reproduce

1. Have a hammercaster rolled in workbench.
2. Take it.
3. Try to upgrade it in next station.

Explanation

I drew Hammercaster from workbench as a replacement for Decker. It came with single upgrade and for some reason it was locked from upgrading further at next workbenches. It's also marked as legendary. It seems to be exclusive to Hammercaster, because this isn't my first time drawing a new weapon from workbench and so far every weapon could be upgraded just fine. I didnt see hammercaster in entry weapon crate pool, so I cant tell if its just workbench case or if it could happen for it being starter weapon as well.
