Intermittent FPS Drops and Possible Voice Chat Trigger

Steps to Reproduce

1. I was streaming and as far as I am aware this is the first time its happened.
2. I was having hardware issues, I assume CPU and the game had huge FPS drops loading into games now and then.
3. Restarting the game fixed the issue and also would stop the FPS drop.
4. I believe the issue could have been triggered by lowering the voice chat volume to zero.
5. Another issue maybe typing something in chat triggering the voice chat and then CPU bottleneck caused it to be permanently on.
