'Toggle' Interactions Require Mouse Button Hold Instead of Releasing

Actual Result:	Left clicking to initiate an action once prevents the action from continuing
Expected Result:	With "Toggle" selected, a single mouse click should force the action to continue happening.

Steps to Reproduce

1. Enable "Toggle" interactions in the control settings
2. Do an action (i.e., repair a generator, heal a survivor, open a chest)
3. Must hold down mouse button to commit the action, whereas before I could take my hand off the left click to do either of these.

Explanation

"Toggle" mouse interactions no longer works for me. Even with "Toggle" selected, the interaction requires a mouse button hold.
