Regression of:	#938 Generator Blocked Permanently with Secret Project and Grim Embrace Perks This issue was created as a new bug instead of being marked as a duplicate because the original issue was already Fixed.
Actual Result:	Game became soft-locked for survivors to progress the game
Expected Result:	Have the gens be unblocked after said amount of time within perks description

Steps to Reproduce

1. Bring Hex: Plaything, Grim Embrace, and Secret Project
2. Have survivors bring boon perks, and get hook so they cleanse Plaything
3. Have two totems be blessed or cleansed and have grim embrace pop
4. Check generators that are blocked
5. If the blockage is past 30 to 40 seconds, they are permanently blocked

Explanation

The First (Vecna) Perk: Secret Project
Had a game when the perk was activating a lot through totems being blessed and cleansed at the same time, and gens being blocked multiple times. Causing the perk to bug out where three generators were permanently blocked, so once the game went down to one generator the game was soft locked, where I had to hook the survivors to end the match.
