Steps to Reproduce

1. Hook a survivor 2x after that stalk to power
2. stalk the survivor to power
3. Mori comes up as M1 choice

Explanation

Good day BHVR Team,
The Shape/Michael Myers is able to Mori with-out Add-ons / Mori after the 2 hook state this impacts both healthy players, non healthy as well as allowing the mori on downed players (not last player in game) alike and does not give a chance of recovery to the survivor team. (On both games attached I did not have a mori equipped or tombstone)
